BABE RUTH AND LOCAL RULES SUMMARY – 2006 SEASON

 

Pitching Limitations:

·        Pitching week is Monday thru Sunday.

·        Maximum 9 innings per pitcher per week (13-15’s).  Pony League 9 innings per week (game 3-3-1).

·        One pitch in game counts as an inning.

·        2 days rest required if pitched more than 3 innings.

·        Use of ineligible pitcher results in forfeit of game.

·        Game called before 5 innings (4 innings in pony league) will not count against pitching innings for week.

·        Coach’s second trip to mound in same inning requires pitcher be removed as a pitcher for duration of that game.

·        Pony League – 14 year old players are ineligible to pitch.

 

Regulation Game: 7 innings, but game is official after 5 innings in Senior League (4 ½ if home team ahead), or after 4 innings in Pony League (3 ½ if home team ahead).  Games called before that are declared “No Game” and are replayed from start.  Pony league cannot start an inning after 8:00 PM.

 

Forfeit Time: 30 minutes from scheduled start time if a team cannot field minimum 8 players.  Empty 9th spot is NOT automatic out.

 

Rainouts/Rescheduling: 48 hour rule.  If the home team does not reschedule the game within 48 hours of original playtime, the opposing team can schedule the game at their field.

 

Tie Games go into standings as ties.  Wins = 3 points, Tie = 1 point, loss = 0 points.

 

Minimum Mandatory Play Time: 2 innings (6 outs) in field and 1 at bat.  Games shortened due to the 12/15 rule, weather or curfew, minimum play is only 2 innings in the field.

 

Substitutions: Coaches are required to notify the opposing team of all substitutions.  If a player is substituted without notification to the opposing team: A) if he has an at bat it is an out for batting out of order, B) if he plays a defensive position in the field the 3 outs do not count towards the players mandatory play time.  All starting lineups should be exchanged before the start of the game and must included players number and last name.

 

Re-Entry: A starting player may be removed and re-enter the game in the same slot in the batting order, but only after his sub fulfills his minimum playing time requirement.

 

Optional Extra Hitter: 10th hitter in batting order for entire game.  Option to “bat the lineup”, but if player leaves game other than injury, his at bat is an out.  Must declare before game starts.  Extra hitters may be switched with defensive player at any time during game without notification to opposing team.  Extra hitter may be substituted after either 1 at bat or 6 defensive outs in the field.

 

12/15 Run Rule: Team ahead by 12 runs after 5 innings wins.  Team ahead by15 runs, if curfew ends game wins, regardless.

 

Ejections: Should a player, coach or spectator be ejected from the game for any reason other than a safety issue, that person must leave the playing area immediately before the game may continue.  They are also excluded from the next game for that team.

 

Slide or Avoid Collision (Home Plate): Runner may be called out unless catcher is blocking plate.  Umpire’s judgment is final.  Head first is allowed when going back to bag.

 

Appeals: Should be made by player to umpire if necessary.

 

Courtesy Runner: Allowed with 2 out for pitcher or catcher.

 

Bats: All bats will be no more than –3 with a 2 5/8 barrel.  Exception is 13 year old player in Pony League is allowed –7.5 with a 2 ¾ barrel.  Any other player using a bat higher than –3 is an automatic out.
